Board of Directors
The By-laws of Allied Care Experts (ACE) Medical Center-Zamboanga City, Inc. (doing business under the name and style of PREMIER MEDICAL CENTER ZAMBOANGA, with SEC. Reg. No. CS201540355) currently has nine (9) Directors, two (2) of whom are Independent Directors.
Below is the profile of the 2024-2025 Board of Directors which include their qualifications and relevant experience, length of service in the corporation and continuing education attended and their board representations in other corporations. The directors assumed their directorship during the Corporation’s Annual Stockholders’ Meeting in 26 January 2025 for a term of one year, and until their successors are duly elected and qualified.

Dr. Romeo A. Ong
Chairman of the Board
2018-2019; 2022 - Present
Dr. Ong was a Rural Health Physician at the Integrated Provincial Health Office in Datu Halun Memorial Hospital Bongao, Tawi-Tawi in 1983-1986.
He then became the Chief of Hospital (Medical Specialist I) in Labuan Public Hospital, Zamboanga City year 1986-1991.
He was the Chief of Hospital I in Siocon District Hospital, Zamboanga del Norte 1992-1999 and the Medical Specialist II/Medical Specialist III (OIC Chief) in Dr. Jose Rizal Memorial Hospital, Dapitan City year 2000-2002. He was also the Chief of Hospital II of MHARS Medical Center in Ozamiz City from May 2002 to November 2003. He also served as the Chief of Hospital III and later on as Medical Center Chief II of Zamboanga City Medical Center from December 2003 to February 2018.
Dr. Ong then became an Assistant Secretary of Health in the Department of Health from July 2020 to June 2022.
He completed his Doctor of Medicine at Southwestern University and took his Masters Degree in Hospital Administration at the University of the Philippines.
Mr. Patrick G. Lee
Vice-Chairman of the Board

Mr. Lee is the current Vice-Chairman of the Company He first assumed the position during the recent Annual Stockholders’ Meeting held last February 03, 2024.
Mr. Lee is an accomplished businessman. He owns RGL Housing and Property Developer and acts as its Chief Executive Officer (CEO). He was the General Manager / Secretary of DIPZA Amusement Corporation for eleven (11) years.
He is also the Chief Executive Officer (CEO) of Isuzu Zamboanga Branch (IZU South Motors Corporation) for eighteen (18) years.
He was the President of Serve Access Corporation for thirty-one (31) years and former Vice-President / General Manager of RGL Aluminum and Glass House for twenty-five (25) years.
He finished his Bachelor of Commerce, Major in Business Management in Ateneo De Zamboanga University, in 1989.
Dr. James Robertson C. Pichel, FPPS, MHcA
President & Chief Executive Officer (CEO)
2018-Present; Treasurer, 2016-2017
Dr. Pichel has been the President and CEO of the Company since 2018. Prior to assuming the position of President, he was the Corporate Treasurer of the Company in 2016-2017. He was a Medical Specialist II under the Department of Pediatrics of Zamboanga City Medical Center (former Zamboanga General Hospital) from 2016 up to 2022.
He was a Medical Officer III at University of the Philippines-Philippine General Hospital (PGH) from 2001 – 2012 and soon became the Chief Fellow of the said university hospital in 2012.
He was able to serve as a part-time Faculty Member of the School of Medicine in Ateneo de Zamboanga University for years 2004-2006, 2009-2010 and 2014-2019, and prior to that, a member of the Faculty of College of Nursing in Western Mindanao State University in years 2005– 2006.
He finished his Masters in Healthcare Administration (MHcA) in 2017 in St. Jude College, Manila.
Dr. Jonathan John F. Tamin, DPBS, FPSTS

Dr. Tamin is the current Vice-President of the Board of the Company. He was a part-time Medical Specialist under the Department of Surgery in Zamboanga City Medical Center (former Zamboanga General hospital).
He has been actively practicing his Specialty in General Surgery and Sub-specialty in Vascular, Cancer and Kidney Transplant Surgery in Zamboanga City since 2016 and is affiliated with Zamboanga Doctors Hospital (ZDH), West Metro Medical Center, Ciudad Medical Zamboanga (CMZ), Zamboanga Peninsula Medical Center (ZPMC), Brent Hospital, Inc., Hospital De Zamboanga (HDZ), Universidad de Zamboanga Medical Center (UZMC) and RT Lim Family Hospital Co.
Dr. Tamin was a fellow of the Philippine College of Surgeons in December 2019 and also a Fellow of the Philippine Society of Vascular Surgeons in December 2023.
He took up Bachelor of Science in Physical Therapy in 1999 at Cebu Doctors’ College, Cebu City. He then finished his Doctor of Medicine year 2004 at Dr. Jose P. Rizal College of Medicine, Xavier University at Cagayan de Oro City.
Dr. Giovanni Paolo C. Gimena, DPBS, MHcA
Corporate Secretary & Chief Operations Officer (COO)

Dr. Gimena is the current Corporate Secretary of the Company and has served in that capacity since 2022. He was also the Board Vice-President from 2018 to 2021, and a Board Member from 2016 to 2017. He also assumed the role as Chief Operations Officer of the company from 2021 up to present.
He has more than 20 years of experience in the field of General Surgery, and about 25 years in Zamboanga City Medical Center Workforce. He was the Administrator and Manager of the Health Emergency Management Staff (ZCMC-HEMS).
Dr. Gimena was the Head In-charge for COVID Referral Facility of ZCMC for Zamboanga Peninsula during its outbreak year 2020. He was the representative of ZCMC for Institute for Solidarity in Asia – Panel Discussion Speaker for Advocacy Series of Laban VisMin: Coping, Learning and Rebuilding in the Health Sector 2020.
He was the Former Chair of the Hospital Safety Committee Zamboanga City Medical Center, 2018-2021. He was also the Chair of the Bids and Awards Committee of ZCMC from November 2009 to 2022 and received its Loyalty and Service award last December of 2018.
Dr. Gimena has been part of the Health Emergency Management Staff (HEMS) in Zamboanga City Medical Center (ZCMC) from 2006-2022, and has been with the Department of the same institution from January 2003 – 2018.
He finished his course in Medical Technology in 1992 and graduated as Doctor of Medicine in 1996. He became a Diplomate in General Surgery in 2002, and took Masters in Health Administration (MHA) in 2006 and Master in Healthcare Administration (MHcA) in 2018.
Dr. Ruvelinda Grace A. Uy
Assistant Corporate Secretary
Dr. Uy is the current Assistant Corporate Secretary of the Company. She assumed the role as Secretary of the Board year 2017. She was also the Board Vice-Chairman from January 2020 to 2021 and 2023-2024, and a Board Member and Founder since 2016.
She is currently practicing Obstetrician Gynecology in Zamboanga City hospitals such as Zamboanga Doctors Hospital (ZDH), Ciudad Medical Zamboanga (CMZ), West Metro Medical Center (WMMC), Zamboanga Peninsula Medical Center (ZPMC) and Premier Medical Center Zamboanga (PMCZ).
She is the current Training Director of BeMONC (Basic Emergency Obstetric and Newborn Care), EINC Working Group Co-Chair of EINC (Essential Newborn Care) in Zamboanga City Medical Center since ___ to present. She is the Chair of Breastfeeding Committee in Zamboanga City Medical Center since __ to present. A Master Trainer, Postpartum Family Planning . Postpartum Intrauerine Device of the same hospital since 2024 to present. She was the Chair, Department of OB-Gyne of ZCMC (2009-2013) and (2018-2000) and the Training Officer, Department of OB-Gyne (2017). Dr.Uy was also the POGS (Philippine Obstetrical and Gynecological Society) Regional Director - RO IX year 2014-2016.
Dr. Uy was a Medical Specialist II year 2005 to 2009, and became Medical Specialist III year 2010-2018. Since 2019 up to present, she was an active Medical Specialist IV of the Department of OB-GYN.
Dr.Uy finished her Bachelor’s degree in Science in General Science then proceeded Doctor of Medicine in Far Eastern University - Dr. Nicanor Reyes Medical Foundation.
Dr. Lieza P. Gonzaga-Sahi, FPPS, FPSNbM

Dr. Sahi is the Treasurer & CFO of the Company and has been serving the Corporation in such capacity since 2018 to. She has been a member of the Board since 2017.
She is an active practicing Pediatrician & Neonatologist in Iloilo City from July 2007 to October 2009 and finished her Fellowship Training in Neonatology, University of the Philippines – Philippine General Hospital in June 2007.
She was previously affiliated with West Visayas State University Medical Center, Iloilo Doctors’ Hospital, Iloilo Mission Hospital, Iloilo St. Paul’s Hospital.
Dr. Sahi has been practicing as a Pediatrician & Neonatologist in Zamboanga City since January 2010 and is currently affiliated with Zamboanga Doctors Hospital (ZDH), Ciudad Medical Zamboanga (CMZ), West Metro Medical Center, Brent Hospital, Zamboanga Peninsula Medical Center (ZPMC), Zamboanga City Puericulture & Lying-in Hospital.
She was appointed as the Head of Neonatal Intensive Care Unit (NICU), Western Mindanao Medical Center from July 11, 2014 to May 2015. She was a Medical Specialist II, Zamboanga City Medical Center from November 2015 to February 2020.
Dr. Sahi is the Head of the Department of Pediatrics of West Metro Medical Center since May 2015 and also the Head of Neonatology Center, Zamboanga City Medical Center since November 2015.
She is also the Training Officer of the Department of Pediatrics of Zamboanga City Medical Center since September 2018 and also a Medical Specialist III in the same institution since March 2020. Her Certificate of Authority to Engage in Private Practice with validity until May 10, 2025 is attached in the Information Statement as Annex D2.
Dr. Sahi finished her Bachelor’s degree in Biological Science and Doctor of Medicine in West Visayas State University.
Mrs. Yolanda Morales-Tan

Mrs. Tan joined the Company as a Member of the Board in 2024.
She served as New Accounts Clerk at Monte de Piedad and Savings Bank from 1980 to 1983 and grew her career in the same bank serving as Bank Teller from 1983 to 1985. At the same company, she was also a Loans Bookkeeper from 1985-1988, Branch Cashier from 1988-1990, Officer in Charge from 1990-1993, Branch Manager year 1993-1995.
She also served as a Senior Manager at Keppel Bank for years 1995-1998, Assistant Vice-President at GE Money Bank year 1998-2008. From then, Mrs. Tan became the President of RYT Corporation up to Present.
Mrs. Tan took up her Bachelor’s Degree in Business Administration and Management in Ateneo de Zamboanga University in 1980.
Atty. Ronald D. Policarpio
Independent Director

Atty. Policarpio joined the Company as one of its Independent Directors last July 2022.
He is a partner in Romulo, Mabanta, Buenaventura, Sayoc and De Los Angeles working with the Banking & Finance department. His practice focuses on banking and finance, corporate law, and securities.
Atty. Policarpio renders advice on legal and regulatory matters to his firm’s foreign and local clients engaged in all aspects of commercial activities, such as banking, finance, insurance, securities, investments, real estate, utilities, manufacturing, pre-need, healthcare, and business process outsourcing. He has also taken the lead in numerous special projects in different industries.
Atty. Policarpio was also a Regional Distributor Executive in Unilever Philippines. He has also served as a member of the Editorial Board of the Philippine Law Journal in 2002 and his co-authored legal paper was published in 2003.
He received his Bachelor’s Degree in Management from the Ateneo de Manila University in 1999 and his Bachelor of Laws from the University of the Philippines in 2004. He was admitted to the Philippine bar in 2005 and joined the Romulo Mabanta firm in the same year.
Dr. Alex Escolastico L. Cerrillo, DPBS

Dr. Cerrillo is also one of the Independent Directors of the Company. He is an Honorary Consultant of the Dept. Of Surgery, Zamboanga City Medical Center since 2019. He was a Senior Surgical Consultant – Medical Specialist IV, Department of Surgery in Zamboanga City Medical Center, 1991- 2019. He was also the Head, MDT (Multidisciplinary Team Clinic), Cancer Center and Section Head - General Surgery Section of the Department of Surgery, a Tumor Board Chairman in Zamboanga City Medical Center.
Dr. Cerrillo was also the Chairman of the Department of Surgery and Operating Room Complex in Brent Hospital Colleges Incorporated. He was a Faculty and was also an Associate Dean for Academic Affairs in School of Medicine in Ateneo de Zamboanga University.
He was a Community Liaison Officer for Region IX in UP College in Medicine, Regionalization Program year 2001 - present.
Dr. Cerrillo was a Regent of the Philippine College of Surgeons, Board of Regents year 2005, 2007 (The first and only Surgeon from Region IX to be voted as member of the Board of Regents). He was also the Director – Philippine Society of General Surgeons, 2006 (The first and only Surgeon from Zamboanga and Western Mindanao to be voted as member of the Board)
He was the Past Director of the Philippine Association of Training Officers in Surgery, Philippines. He was also the Surgical Oncology Society of the Philippines and also the Philippine Board of Surgery Oral Exam Examiner – 2005-2007 (The first and only Surgeon from Zamboanga and Western Mindanao to become an ORAL EXAM EXAMINER).
Dr. Cerrillo graduated from School of Medicine in the University of the Philippines in 1980 and finished his Master’s Degree in Hospital Administration in University of the Philippines (UP) Public.

Dr. Leila Nelia L. Estrella, MHcA
Medical Director

Dr. Estrella is the esteemed Medical Director of the Company, where she leads with expertise and dedication.
She earned her Doctor of Medicine degree in 1980 from Southwestern University. She was awarded Most Outstanding Physician by the Zamboanga City Medical Society in 2009.
In 2018, she obtained a Master's Degree in Healthcare Administration, further strengthening her knowledge in healthcare management.
Dr. Estrella’s career includes serving as a Medical Specialist IV at Zamboanga City Medical Center from June 16, 1989, to November 7, 2020. She was also the Medical Director at the Zamboanga Puericulture Center Org. No. 144, Inc., where she held the role from January 4, 2022, to December 30, 2023. She has been the Head of the Women & Children Protection Unit in the Zamboanga City Medical Center since 2000.
During her tenure as President of Phil. Med. Women’s Association in 2006, she received the Most Outstanding Chapter and Most Outstanding President awards from the Phil. Med. Women’s Association.
Dr. Estrella completed her Residency Training in Obstetrics and Gynecology at the Zamboanga Regional Hospital from June 16, 1983, to June 15, 1987. She also underwent specialty training in OB-GYNE at the Republic of the Philippines Ministry of Health in 1989.
Atty. Maylene B. Villanueva, CCO, AICD

Atty. Maylene Villanueva brings with her twelve (12) years of corporate law and compliance experience having served as Legal Counsel of the Pharmawealth Group since she was admitted to the Philippine Bar in 2012. She also serves as the Compliance Officer of Asia Pacific Medical Center- Iloilo, Inc., Asia Pacific Medical Center – Aklan Inc. and Asia Pacific Medical Center-Bacolod, Inc. She was also the Corporate Secretary of Asia Pacific Medical Center Iloilo, Inc. from August 2019 to June 2023 and presently a Corporate Secretary of Quiklab Diagnostics, Inc., Smartlab Diagnostics, Inc., Aesthetica Manila. Being a corporate governance advocate, she is an Associate Member of the Institute of Corporate Directors. She was a Private Sector Representative in the Board of Regents of Iloilo State University of Fisheries, Science and Technology for four (4) years. She is a Certified Compliance Officer and Certified Tax Compliance Officer by the Center for Global Best Practices, a Certified Data Protection Officer by the UP Open University and a Certified Level 2 Public Procurement Specialist by the GPPB-UP National Engineering Center program partnership.
She was an active member of Junior Chamber International Philippines and served its National Organization in various capacities such as being an Area Vice President for Area 4-Visayas in 2020, General Legal Counsel in 2019 and Regional Vice President for Western Visayas in 2016 after she served the local organization JCI Barotac Nuevo Tamasak as its (Revival) Chapter President for two years (2013-2014). She became a JCI Senator in 2022.
She obtained her degrees in Law and Broadcast Communication in the University of San Agustin and in the University of the Philippines in the Visayas respectively.
Diana Rose Yeo-Landero

Diana Rose Yeo-Landero has been with the company for four (4) years, with a good evaluation of work ethics and performance. She is an architectural graduate with a background and experience in structural, architectural, and documentary compliances and has been with the company since its construction phase prior to hospital operations.
Due to her beyond satisfactory work executions, she is currently entrusted by the management to be the Officer-in-Charge for Hospital Compliance, Document Control Officer, and Pollution Control Officer.
Her reports and compliances for the company include relevance to facilitating requirements and connections to the various Local Government Units, and acts as a Liaison and authorized representative of the company to other institutions for crucial Agreements.
Maurice Glaiza A. Madrazo
Investment Relations Officer

Maurice Glaiza Madrazo was appointed as Investment Relations Officer of the company last July 2024, and formerly served as the Executive Secretary of the Board, CEO and COO for three (3) years from April 2021-July of 2024.
Ms. Madrazo is an alumna of Ateneo de Zamboanga University and finished the degree of Bachelor of Science in Office Administration in 2016.
Her interpersonal and strong communication skills, familiarity with regulatory processes, proactive approach and adaptability makes her most suited to her new role in the Company.
